DESIRED APPLICANT PROFILE – MINING SHORT COURSES
Target Group
You are a national of an eligible country
You are a mid to senior-level professional working in a mining policy, practice, research or reform role
You are currently employed in a mining institution, ministry, government agency, civil society organization or private company
You have a clear vision for how you will use the knowledge gained through the short course to improve mining policy, practice, research or reform in your home country
Eligibility
You must between 25 and 50 years of age at the date of your application
You have at least five years post-graduation work experience in a mining policy, practice, research or reform role. Preference will be given to candidates with greater periods of experience
You must be willing to make a formal commitment to return to your current employment following completion of the short course
Satisfactory English proficiency is required as the course will be delivered in English
You must meet the general minimum eligibility criteria outlined below

General Eligibility Criteria for Short Course Applicants
To be eligible for a short course applicants must
have citizenship of and be currently living in the country of your nationality;
not be married to/or be a defacto of, or engaged to be married to, a person who holds or is eligible to hold Australian or New Zealand citizenship or permanent resident status;
not hold or have held an Australian Government funded scholarship in the preceding 2 years at the time of application;
satisfy any specific criteria established by the applicant’s country and/or government of citizenship;
satisfy all requirements of the Department of Immigration and Citizenship (DIAC) for an AusAID student visa; and
satisfy any specific admission requirements of the Institution at which the short course is to be undertaken
hold a Bachelor’s Degree or equivalent
Applicants must inform the Australian Government of any connection or relationship to staff employed by the Australian Government or with Managing Contractors at the time of application.
Course Details
Five courses are available. Applicants can indicate their preference for courses but if selected, will only undertake one course.
Mining – Course 1: Occupational Health and Safety in the Resources Sector
OH&S policy frameworks
Developing health and safety standards and culture
Models for OH&S monitoring and inspection
Models for building public and private sector OH&S capacity
Safe machinery operations
Safety and personal protective equipment
Hazard management
Mine rescue operations
Environmental protection
Mining related sexual violence, alcohol related violence and HIV/Aids
Best practice uranium mining safety (Note: not relevant to all countries but course provider should draw on relevant organizations such as ANSO to provide a presentation where applicable)
Mining – Course 2: Geospatial Information Systems
Best practice data management principles
Implementing and managing spatial data to improve exploration and mine site management
Using GIS software
Analysing and modeling GIS information
Interpreting remote sensing data for geological applications
Producing effective map products
Web mapping services and their application to GIS in the mining sector
Managing the collection and analysis of geological data from surveys and other sources
Tenement management and reporting
Mining – Course 3: Mining Resources: Regulation and Management
Public policy development and implementation
Legal and regulatory frameworks
International trends and developments: The John Ruggie Business and Human Rights Guiding Principles, Changes to IFC safeguard policies, the UN declaration on Rights of Indigenous Peoples etc Mining tax law
Occupational health and safety
Financial analysis of development proposals
Contract negotiations (including benefit sharing agreements and Free, Prior and Informed Consent) Project management
Global oil and gas contracts
Issues management including mining licenses
Supply chain management
Environmental impact studies, environmental monitoring and audits
Social impact assessment, Public sector leadership
Responsible use of security personnel
Mining – Course 4: Mining Resources: Sustainable Management of Revenue Flows
Development and implementation of financial policies and tax instruments
Mining tax law: royalties, corporate tax, rent resources tax, production sharing, Frank-Dodd securities exchange Bill and global developments on Security Exchange disclosure, transparent management and reporting of revenue flows
Extractive Industries Transparency Initiative
International organisations mining policies
Global oil and gas contracts
Capturing a fair share of fiscal benefits
Options for investing funds from mining resources (eg savings funds, social development foundations)
Community development agreements
Dispute/conflict management and remedy (grievance mechanisms), including legacy issues Corporate social responsibility
Public sector leadership
Mitigating the risks of bribery and corruption
Mining – Course 5: Managing corporate community relationships
Local level (company –community) grievance mechanisms
Establishing meaningful stakeholder engagement processes (incl. separate processes for women)
Free, Prior and Informed Consent
Social and environmental impact assessments (community participation and disclosure) –including gender impact assessment and human rights impact assessment / due diligence
Gender impact of mining

Doing business in conflict and post-conflict (weak governance zones)
Note: Australian institutions are yet to be selected to deliver these courses. Courses are anticipated to commence in June and September 2012 and run for four to twelve weeks. Applicants should indicate their preference for either the June or September 2012 intake.
